Mr. Fernandez joined Hawkins Delafield & Wood LLP in December 1950, was a partner from January 1960 until December 1994 and since January 1995 has served as Of Counsel to the Firm. During his tenure, he has acted as Bond Counsel to the states of North Dakota, Washington, Alaska, and Government of the Virgin Islands as well as municipalities, public authorities and special district issuers in New York, Connecticut, New Jersey, Maine, Maryland, Virginia and others. In addition, Mr. Fernandez has participated both as Bond Counsel and Underwriter's counsel in financing indebtedness issued in several States, for both general obligations and revenue bonds, e.g. toll roads and bridges, bond banks, public housing, higher educational, hospital facilities, port facilities, industrial development, and financial restructuring, water and sewer revenue financings, for stadium facilities and others.
Mr. Fernandez has represented various banks and trust companies in New York City, Boston, Hartford and Los Angeles as Trustee's counsel, including Bankers Trust Co., The Bank of New York, United States Trust Company N.A., National Westminster Bank, Citibank, Connecticut National Bank, Mitsui Bank & Trust Co., Bank of Montreal Trust Company and others, with respect to corporate trust and related matters, including structured financings, both corporate and municipal, and bankruptcy proceedings. He has addressed meetings sponsored by governmentally and financially oriented organizations, including the Government Finance Officers Association, the International Bridge, Tunnel and Turnpike Association, the Section of Urban, State and Local Government Law of the American Bar Association, NY State Association of Towns; The Financial Analysts Federation; The NY State Assoc. of Fire Districts; The Municipal Forum of New York; The Municipal Analysts of New York, and the MBIA Annual Conference; and authored "A New Look at Gold Clauses in Municipal Bonds" (New York Law School Law Review-Vol. XXV. No. 3 1980).
