Mr. Van Dusen joined Hawkins Delafield & Wood LLP as an associate attorney upon graduation from law school and became a partner of the Firm in 1986. Mr. Van Dusen is a member of the Firm’s Management Committee. Since joining Hawkins, Mr. Van Dusen has advised the Firm’s bond counsel and underwriter clients in a wide range of revenue and general obligation financings throughout the United States.

Mr. Van Dusen was bond counsel or underwriters’ counsel in connection with three of the largest municipal bond financings in history. He acted as Bond Counsel to the California Department of Water Resources in connection with its $11 billion power financing program which included the issuance of $7 billion in fixed rate bonds. He also was the partner in charge of the Firm’s representation as public finance counsel to Long Island Power Authority in connection with the acquisition of Long Island Lighting Company and acted as Bond Counsel for the $7 billion bond offerings to finance such acquisition. He was counsel to the underwriters in connection with the recent issuance of State of California Economic Recovery Bonds in the amount of $7.9 billion, part of a $15 billion deficit financing program.

In addition to the transactions noted above, Mr. Van Dusen’s practice includes matters relating to the development and financing of infrastructure projects, including, among others, electric and gas utility, water, wastewater, housing and solid waste facilities. Mr. Van Dusen acts as Bond Counsel to New York State Environmental Facilities Corporation in connection with its State Water Pollution Control and Drinking Water Revolving Fund financing programs. He also participates in the Firm’s representation, as Bond Counsel, of New York State Energy Research and Development Authority and the Power Authority of the State of New York.

Mr. Van Dusen has participated as bond counsel, underwriters’ counsel and institution counsel in numerous financings for colleges, universities and other nonprofit institutions. He currently acts as special counsel to Columbia University in connection with its tax-exempt and taxable financing programs.

Mr. Van Dusen served as a member of a task force established by the New York State Bar Association Environmental Law Section which prepared a report analyzing legal impediments to privatization of municipal water and wastewater facilities and as a member of the Committee on Energy of the Bar Association of the City of New York.
