After serving as an officer in the U.S. Navy and practicing as a Certified Public Accountant, Mr. Rogers joined Hawkins Delafield & Wood LLP in 1969 as an associate attorney and became a member of the Firm in 1977. During his years with the Firm, Mr. Rogers has specialized in matters relating to the issuance of obligations the interest on which is excluded from gross income for federal income tax purposes. In this regard, he has had extensive experience in the representation of issuers, underwriters and borrowers, including the issuance of state and local obligations for or in connection with various state purposes (State of Connecticut and State of West Virginia), the furnishing of power (New York State Power Authority), pollution control (Exxon Corporation, E.I. du Pont de Nemours & Company, and General Electric Company), airports, marine terminals, bridges and terminals (Port Authority of New York and New Jersey and Delaware River Port Authority), hospitals and universities (Maine Health & Higher Educational Facilities Authority and New Hampshire Higher Educational and Health Facilities Authority) and turnpikes (New Jersey Turnpike Authority and Maine Turnpike Authority).

Mr. Rogers and Howard Zucker, another of the Firm’s partners, are authors of the ABCs of Housing Bonds (5th Edition).
