After serving as an officer in the U.S. Navy and practicing as a Certified Public Accountant, Mr. Rogers joined Hawkins Delafield & Wood LLP in 1969 as an associate, became a member of the firm in 1977 and became counsel to the firm in 2004. During his years with Hawkins Delafield & Wood LLP, Mr. Rogers has specialized in all phases of federal income, estate and gift taxation with particular emphasis on matters relating to the issuance of tax-exempt obligations. In this latter regard, he has had extensive experience in the representation of issuers, underwriters and borrowers and has covered a wide range of legal topics, including the issuance of state and local obligations for or in connection with single and multi-family housing (e.g., Maine State Housing Authority, New York State Housing Finance Agency, State of New York Mortgage Agency, Rhode Island Housing and Mortgage Finance Corporation and Virginia Housing Development Authority) various state purposes (e.g., State of Connecticut and State of New York), the furnishing of power (e.g., New York State Power Authority) and hospitals, tax-exempt obligations facilities and universities (e.g., Dormitory Authority of the State of New York).

Mr. Rogers co-authored with Howard Zucker, one of the Firm’s partners, the ABCs of Housing Bonds (5th Edition).
