Ms. Sherman serves as bond counsel, underwriter’s counsel, and letter of credit bank counsel on state and local government financings, tribal offerings, health care issues, and housing obligations.

A substantial portion of Ms. Sherman’s practice is devoted to general obligation, revenue, refunding, tax anticipation and certificates of participation financings. Her specialty in education finance includes representing schools and community colleges in tax exempt and tax credit financings for a wide variety of innovative projects. She has been a consistent presenter at the Oregon School Boards Association Bonds and Ballots Workshop, a board member of the Oregon Association of School Business Officials, and authored the legal sections of the Oregon School Bond Manual.

Ms. Sherman is bond counsel to the League of Oregon Cities pooled Local Oregon Capital Asset Program and the Oregon Education Districts’ pooled tax anticipation note program, lease program and pension bond program. Ms. Sherman also represents many cities and counties throughout Oregon and is active in reviewing and drafting public finance legislation. Ms. Sherman has extensive experience in housing finance as bond counsel to the City of Portland housing revenue bond program and numerous state and tribal housing authorities.

Ms. Sherman has been listed in every edition of Best Lawyers in America® since 2007. She is a recipient of the Oregon Municipal Finance Officers Association Outstanding Contribution to Public Finance Award.


Ms. Sherman is a member of the bars of the States of Idaho, Oregon and Washington.
