Hawkins served as underwriters’ counsel in the issuance by the Buckeye Tobacco Settlement Finance Authority, of $5.352 billion of tobacco settlement asset-backed refunding senior and taxable bonds; disclosure counsel to the Metropolitan Transport Authority (MTA) in their issuance of $2.42 billion in eight deals; bond counsel to the Dormitory Authority of the State of New York (DASNY) in two deals and as borrower’s counsel for one deal with a combined total par amount of $1.82 billion; and as underwriters' counsel to the State of California in their one deal totaling $2.09 billion
