Howard has over 46 years of experience in the municipal finance industry, with a heavy focus on affordable housing, and is one of the most respected and admired attorneys in public finance.  He has been recognized for his extraordinary contributions to the municipal finance industry. He was President of the National Association of Bond Lawyers ("NABL"), 1999-2000.  Among his many recognitions, Howard received a career achievement award from the Municipal Forum of New York in 2007 and the Friel Medal Award for distinguished service in public finance from NABL in 2012. He is the co-author of "ABC's of Housing Bonds," first published in 1985 and now in its Fifth Edition. Howard served as the Managing Partner at Hawkins for 25 years.  Above all, it is Howard’s character and integrity that is most admired among co-workers and industry participants.

The Bond Buyer’s Hall of Fame recognizes and celebrates trailblazing individuals who have left an influential legacy on the community of municipal finance along with the people and places it represents. The honorees represent a wide range of different areas and specialities within the sector while providing an aspirational path for those to follow.  Seven individuals were inducted in 2023, and Howard was the only Bond Lawyer.

“The members of this year’s class truly embody the spirit of the term ‘Hall of Famer,’” Michael Scarchilli, Editor in Chief of The Bond Buyer, says. “Through their bodies of work to date, they’ve influenced and inspired peers, clients, and colleagues, and left an indelible impact on the municipal finance community.

The Bond Buyer recognized this year’s honorees in person on September 13th at The Palmer House in Chicago, IL.
