Eric has over 30 years of experience serving as bond counsel, underwriter’s counsel and counsel to credit providers in connection with a wide array of financings primarily involving the issuance of revenue supported municipal obligations, including transportation, educational, healthcare, economic development, single/multifamily housing development and public utility financings.

Eric has served as bond counsel to many New York State issuers, including the New York State Thruway Authority, the Dormitory Authority of the State of New York, the Empire State Development Corporation, the New York State Environmental Facilities Corporation and the New York State Housing Finance Agency.  He has also served as bond counsel to a number of issuers in the State of Connecticut.

Eric has extensive experience in financings involving a diverse mix of financing techniques and complex credit structures, including the issuance of tax-exempt and taxable debt, variable rate/multi-modal obligations, tender option “put” bonds, “draw down” bonds, senior/subordinate obligations, and financings involving the utilization of derivative products such as swaps, caps and collars.

Prior to joining Hawkins, Eric was a partner at two major law firms.
