Jenny has recently joined the firm and brings a wealth of experience with federally funded P3s, corporate and project finance, federal grants, loans and compliance and Colorado representation. She previously represented the U.S. Department of Transportation Federal Transit Administration, issuing and monitoring federal grants and drafting FTA’s federal regulations for P3s in public transportation. Separately, she worked in USDOT’s Build America Bureau, negotiating TIFIA and RRIF loans and developing policy documents, including for transit-oriented development. She has also worked for the owner’s side, serving as in house counsel for the Regional Transportation District in Denver, where she was responsible for the Eagle P3 Project, among other major capital rail projects, and provided general representation in real estate, utilities, intergovernmental agreements, and public utilities commission hearings.
