Hawkins congratulates two of its attorneys for their recognition as 2013 Lawyers of the Year in Public Finance

Hawkins is proud to announce Howard Zucker and Carol J. McCoog were the only attorneys named "Lawyers of the Year" in Public Finance Law in New York and Portland, Oregon respectively. “Lawyers of the Year” are chosen by their peers in the Public Finance practice area as they have received the highest voting average during the Best Lawyers® comprehensive peer-review evaluation.

Mr. Zucker is a member of Hawkins management committee since 1991. Mr. Zucker has over 35 years' experience in housing finance. He is currently in charge of the Firm's housing and mortgage finance practice group representing in several state housing finance agencies, including State of New York Mortgage Agency, California Housing Finance Agency, Alaska Housing Finance Corporation, Michigan State Housing Development Authority, and Oregon Housing and Community Services Department.

Mr. Zucker has lectured extensively on the subjects of tax-exempt housing finance, securities law and ethics. He was the National Association of Bond Lawyers' President during the 1999-2000 term and was awarded its Friel Medal this year for distinguished service to the public finance industry.

Ms. McCoog works with a wide range of cities, counties, school districts, fire districts, urban renewal agencies and Oregon state agencies. She was appointed by Governor Kulongoski to serve as the Chair of the Oregon Municipal Debt Advisory Commission and reappointed by Governor Kitzhaber. Ms. McCoog also serves as the Vice Chair of the Securities and Disclosure Section of the National Association of Bond Lawyers.
