Carol Juang McCoog
Carol has practiced in the area of public finance for over 20 years.  She joined Hawkins in 2011 and currently serves on the firm’s Management Committee.  Carol serves as bond counsel, underwriters’ counsel, and disclosure counsel to many state agencies and local governments on a variety of financings, including general obligations bonds, short-term financings, certificates of participation, full faith and credit obligations, urban renewal tax increment financings, pension bonds, and revenue bonds, including water and wastewater projects, lottery revenue bonds, and transportation projects.  Carol has served as bond counsel on conduit revenue bonds for manufacturing facilities, solid waste disposal facilities, and 501(c)(3) non-profit facilities. 

Carol is currently serving as President of the National Association of Bond Lawyers (NABL).  She is listed in the Public Finance Law section of the Best Lawyers in America, and was named 2013 Best Lawyers’ Portland, OR Public Finance Law “Lawyer of the Year.”  Carol was also recognized in the Portland Business Journal's 2010 Forty Under 40.
