John has served as bond counsel, underwriters' counsel, borrowers' counsel and special counsel in connection with a wide range of general obligation and revenue bond transactions throughout the country, including public power, water, airport, toll road, transportation, hospital, solid waste and other financings. John has also served as counsel to governmental entities on public private partnership, structured finance and securitization transactions.

John has worked as an attorney in public finance since 1978.  He has particularly enjoyed working on unique, complex public finance transactions, including representing the Judicial Council of California on its Long Beach courthouse privatization, one of the first social infrastructure P3s in the U.S., and the California Department of Water Resources in negotiating and renegotiating the Department’s long-term power purchase agreements and related gas purchase agreements during the California power crisis.
