Josh represents public agencies, non-profit borrowers, underwriters, and lenders across the full spectrum of municipal finance transactions — general obligation bonds, revenue bonds, certificates of participation, tax and revenue anticipation bonds, 501(c)(3) conduit transactions, affordable housing, and bank credit facilities.

Josh’s practice is anchored in California school district and community college district finance, where he spent several years developing deep expertise across bond counsel, disclosure counsel and underwriters’ counsel roles, and has expanded to serve a broad range of state, county, and local government clients. Josh is energized by the complexity of public finance, helping municipalities and mission-driven borrowers navigate intricate structures that bring essential projects that serve the public good to life.
