Sam’s practice is focused on representing public authorities, including transportation, public power, state revolving fund, higher education, and cultural institution issuers, as bond counsel and disclosure counsel.
In his transportation practice, Sam has represented numerous toll road authorities and airports in connection with all manner of financings, including revenue bond issuances, credit facilities, and TIFIA loans. He also has experience with special tax-backed financings. Sam as acted as disclosure and bond counsel for public transportation agencies in connection with transactions including farebox revenue-backed bonds and tax-backed bonds.
In the public power sector, Sam has represented public power issuers in connection with revenue bond issuances, separately financed projects, credit facilities, private placements, and commercial paper programs. He also has significant experience representing power issuers in connection with securitization transactions.
He has also represented higher education issuers in connection with both conduit issuances and private placements.
