Zack’s practice is focused on representing counties, cities, towns, villages, school districts, and fire districts as bond counsel and underwriters’ counsel on a wide range of various tax-exempt and taxable financings. His specialty in New York Obligation financings involve public authorities, quasi-governmental entities and various special purpose entities. Since joining Hawkins, he has handled multiple cash flow financings such as Tax Anticipation Notes (TAN) and Revenue Anticipation Notes (RAN), lease purchase financing, Bond Anticipation Notes (BAN) financings, and serial bond financings.
