Howard County Circuit Courthouse project won the 2019 P3 Awards for both “Best Financial Structure” and “Best Social Infrastructure Project”. Hawkins served as Howard County’s special counsel in connection with the procurement and negotiation of the new circuit courthouse on a design-build-finance-operate-maintain basis. Hawkins P3 legal team played a central role in structuring the transaction, drafting the RFQ and RFP procurement documents, and drafting and negotiating the 30-year project agreement.
The 2019 P3 Awards ceremony took place at the Liberty Warehouse in New York on October 3, 2019. The annual event is one of the largest for recognizing and rewarding the best in P3s in the United States. The nominees are reviewed and judged by a panel of over 80 industry experts.
