Hawkins represented Howard County, Maryland as owner’s lead counsel in connection with the procurement and negotiation of new circuit courthouse on a design-build-finance-operate-maintain basis.  Our P3 legal team played a central role in structuring the transaction, drafting the RFQ and RFP procurement documents, and drafting and negotiating the 30-year project agreement.
