Hawkins represented Howard County, Maryland as owner’s lead counsel in connection with the procurement and negotiation of new circuit courthouse on a design-build-finance-operate-maintain basis.  Our P3 legal team played a central role in structuring the transaction, drafting the RFQ and RFP procurement documents, and drafting and negotiating the 30-year project agreement. The procurement process concluded with a simultaneous commercial and financial close and is widely regarded as a landmark event in the development of the U.S. P3 Social Infrastructure market.
