Sarah provides bond services to local governments of all sizes, including cities, counties, state agencies, school districts, water and sanitary districts, transit agencies, urban renewal agencies, and other special districts.

She also serves as underwriters’ counsel.  Sarah works on many types of financings, including public and private borrowings, lines of credit, and borrowings from state and federal entities, such as borrowings through the federal WIFIA program.  Her experience also extends to a variety of credits, including general obligation bonds, full faith and credit borrowings, conduit revenue borrowings, and other revenue-backed borrowings, such as water, sewer, and urban renewal credits.

Sarah serves as disclosure counsel to local governments and has extensive experience drafting disclosure documents for public offerings.  She works closely with clients to help navigate compliance with federal securities laws, including preparing the initial disclosure document and providing ongoing continuing disclosure. 

Sarah is an active member of the Oregon Government Finance Officers Association (“OGFOA”).  She currently serves as Associate Director on the OGFOA Board of Directors and is a member of the Education Committee.  Sarah is also a member of the Oregon Association of School Business Officials and is a member of the Associate Committee for that organization.

Prior to joining Hawkins, Sarah practiced civil litigation and worked as a research analyst at ECONorthwest, an economic consulting firm.
