Hawkins represented Montgomery County, Maryland as special contract counsel in the development and implementation of the County’s 2,000 TPD waste-to-energy plant. Our services included procurement, drafting and negotiation of the design-build-finance-operate-maintain contract for the waste-to-energy facility, and contract negotiations with the governmental agency that provided financing for the project and the railroad company hauling ash to the ash disposal site.
