As special counsel to Burlington County, Hawkins assisted in the preparation of procurement documents and drafted and negotiated a design-build-operate-maintain and biosolids marketing contract for an SRF-funded biosolids and organic waste co-composting project serving more than 20 municipal sewage biosolids generators in the County. The DBOM transaction was undertaken after the County rejected bids submitted in response to a traditional DBB procurement.
