The new Governor Mario M. Cuomo Bridge, a replacement structure for the obsolete Tappan Zee Bridge Interstate 287 Hudson River crossing, is a key element of New York state's broad transportation infrastructure modernization program. Hawkins served as underwriter's counsel in connection with the New York State Thruway Authority's financing of the bridge's construction costs. The $2.4 billion bond issue is secured by Thruway toll revenues on a basis subordinate to the Thruway Authority's General Revenue Bonds, and the bridge was constructed under a fixed price design-build contract with Kiewit procured using New York's new transportation design-build legislation.
