Landfills and Landfill Gas-to-Energy

We have served as procurement and contract counsel in connection with 12 landfill gas-to-energy projects, including projects delivered on design-build, design-build-operate-maintain and design-build-operate-own procurement models.

Hawkins has represented a broad array of municipal clients in landfill related matters, including the procurement of a unique design-build-operate-maintain contract for the development of a large greenfield landfill, the long-term lease of a large existing landfill, and the acquisition of an inactive landfill to be used as future landfill space. We have prepared and negotiated host community agreements, resolved notices of violation with regulatory bodies, obtained NOx Offsets, sold and assisted with the acquisition of permits and landfills. These projects have generated tens of millions of dollars in financial benefits for our clients, either in the form of gas rights royalties or avoided third party energy costs.
