Anthony joined Hawkins in 1998 as an associate in the firm’s public contracts and infrastructure practice group. He specialized in developing and procuring alternative project delivery of projects in the water, wastewater, residuals, solid waste, recycling, and renewable energy fields. Anthony left Hawkins in 2005 and spent the next 18 years as in-house counsel for the largest publicly-traded water and wastewater utility company in the United States. As senior transactional counsel at the company, he was primarily responsible for structuring, drafting, and negotiating design-build contracts, design-build-operate contracts, operation and maintenance contracts, construction and engineering subcontracts, teaming agreements, and other project-related agreements. Anthony returned to Hawkins as Senior Attorney in the public contracts and infrastructure practice group in 2023.
Anthony’s extensive law firm and public company experience gives him a unique perspective when structuring procurements and negotiating complex performance-based contracts. Anthony’s understanding of his public entity clients’ preferred approach to allocation of risks, balanced against his recognition of issues that are important to a private company from a risk tolerance perspective, are invaluable in bringing public-private contract negotiations to a successful conclusion.
