Josh focuses his practice on project finance and the procurement and implementation of public infrastructure and construction projects across a range of project delivery models, including public-private partnerships (P3), design-build, and progressive design-build projects. As a public contract and infrastructure lawyer, Josh assists public sector clients in the structuring, review, drafting, and negotiating of contracts and other documentation for public infrastructure projects. He also assists in representing the Environmental Protection Agency as underwriter’s counsel and lender’s counsel in connection with its WIFIA program for various projects. In relation to these and other projects, Josh regularly drafts bonds, loan agreements, municipal ordinances and related documents for collateralized loans that are often valued at hundreds of millions of dollars and occasionally in excess of a billion dollars.

Prior to attending the New York University School of Law, Josh spent several years working in the financial technology (“fintech”) and corporate bond markets, culminating in his role as Assistant Vice President at a public company that provides electronic markets for corporate and municipal bonds and derivatives. During his time at law school, Josh served as senior editor and a member of the editorial board of the Journal of Intellectual Property and Entertainment Law; worked as a summer clerk for Associate Justice John M. Leventhal of the Second Judicial Department of the New York Supreme Court, Appellate Division; and also interned at the New York Attorney General’s Office.

Prior to joining Hawkins, Josh worked for several years as a corporate associate at a large law firm in New York, where he spent the bulk of his time representing corporate and private equity clients in connection with mergers and acquisitions (including public company deals and spanning various industries, including aviation, transportation, financial services, technology and fintech). Josh also has experience counseling corporations, REITs, and private equity funds on securities law and shareholder activism matters.

Josh is also a valued member of the firm’s Blue Sky Committee and regularly advises clients in relation to states’ and other jurisdictions’ respective securities laws and related disclosure and filing requirements.
