Armando’s practice is focused on representing public authorities, including transportation, environmental, and public power issuers, as bond counsel or disclosure counsel.

Armando is committed to bringing value to his clients on matters related to complex public finance transactions and securities law. Since joining Hawkins, Armando has served as bond counsel to issuers in the public power and infrastructure sectors, such as the Long Island Power Authority, the Utility Debt Securitization Authority, the Oklahoma Turnpike Authority, the New York State Environmental Facilities Corporation, and the Power Authority of the State of New York. Armando has assisted these issuers with matters related to the issuance of new money and remarketed bonds, the negotiation of credit facilities, and replacements of letters of credit, among other matters. Armando has also served as disclosure counsel to the Metropolitan Transportation Authority of New York, the Triborough Bridge and Tunnel Authority, and the New York State Division of Budget. Such representation includes the preparation of these issuers’ offering documents for the issuance of new money and remarketed bonds, as well as the preparation of the issuers’ annual continuing disclosure filings.  As special finance counsel, Armando was part of the team that represented The Solomon R. Guggenheim Foundation in the issuance of its taxable bonds and The Trustees of Columbia University in its issuance of its university revenue bonds.

Prior to joining Hawkins, Armando focused his practice on corporate restructuring, bankruptcy, commercial litigation, and general transactional matters.
